Fiscal Year 2025 Earmarks

1. Project Name: Renovations and Expansion for Community College Student Basic Needs Center

Intended Recipient: College of the Canyons 

Project Amount: $1,500,000

Explanation of the Request:  This project will renovate and expand Basic Need Centers (BaNCs) at both community college campuses. The existing infrastructure at the BaNC for both of SCCCD’s two college campuses restricts the number of students that can be served. Project activities will address this need by renovating existing building spaces to enlarge the BaNC facilities, reconstructing and expanding the size of the cold and fresh food storage areas to enable the centers to acquire, store, and distribute more healthy foods like produce, and increasing the size of the grocery area to serve and accommodate more students at once.


2. Project Title: Sun Village Community Resilience Project

Intended Recipient and Address: Los Angeles County Department of Public Works

Project Amount: $1,763,000

Explanation of the Request: This funding supports a study and design project aimed at developing a plan to prevent the frequent road washouts in Sun Village, Littlerock, and Lake Los Angeles area. 


3. Project Title: E Wells (E-14, E-15, E-16, E-17) PFAS Treatment

Intended Recipient: Santa Clarita Valley Water Agency

Project Amount: $5,000,000

Explanation of the Request: This project will centralize the treatment of four groundwater wells impacted by per- and polyfluoroalkyl substances (PFAS) contamination. The project will restore operations of two existing wells taken offline due to PFAS contamination and treat two additional wells near the impacted wells. These wells extract groundwater from the Alluvial Aquifer and were taken offline due to PFAS detected in the existing wells.


4. Project Title: Palmdale Sanitary Sewer Improvement Project

Intended Recipient: County Sanitation District No. 20 of Los Angeles County

Request Amount: $5,600,000

Explanation of the Request: This project will rehabilitate several miles of aging sanitary sewers that are at risk of failure to prevent structural damage, sinkholes and sewage spills.


5. Project Title: Safe Routes to School – Saugus High School Roadway Safety Project

Intended Recipient: City of Santa Clarita

Project Amount:  $2,000,000

Explanation of the Request: 

This project will improve traffic and pedestrian safety at Saugus High School by installing curb extensions in front of the school as well as upgrades to existing crosswalks with high-visibility crosswalk markings that will benefit students, faculty, and the neighboring communities adjacent to the school


6. Project Title: Advanced Technology Center Permanent Facility for Manufacturing Workforce Training

Intended Recipient: College of the Canyons

Project Amount: $2,000,000

Explanation of the Request: The project will develop an Advanced Technology Center to train students in the emerging fields of advanced manufacturing/computerized machining, welding/material joining, robotic welding, integrated personal fabrication, integration with the Internet of Things (IoT), and construction technologies.


7. Project Title: Rancho Vista Boulevard Grade Separation Right of Way Acquisition

Intended Recipient: City of Palmdale

Project Amount: $5,000,000

Explanation of the Request: The project proposes the construction of a railroad grade separation of Rancho Vista Boulevard at both Sierra Highway and the double-track at-grade crossing of the Southern California Regional Rail Authority (SCRRA) Metrolink and Union Pacific Railroad (UPRR) tracks. This will consist of a six-lane grade separation (bridge) of Rancho Vista Boulevard at its intersection with the railroad tracks east of Sierra Highway, to include access ramps to Sierra Highway.


8. Project Title: Los Angeles Sheriff’s Department Search and Rescue Helicopter Replacement Initiative

Intended Recipient: Los Angeles County Sheriff's Department 

Project Amount: $3,000,000

Explanation of the Request: This initiative would help cover the cost of the LA County Sheriff’s Department replacing an aging search and rescue helicopter. The new, state-of-the-art helicopter would be used throughout LA County with a focus on search and rescue on the remote mountains, deserts, and canyons.


9. Project Title: Youth Violence and Prevention Education Initiative

Intended Recipient: R.M. Pyles Boys Camp

Project Amount: $2,000,000

Explanation of the Request: This initiative will help cover the cost of a prevention and education program for at-promise young males. The program helps develop life skills, self-confidence, leadership skills and positive life choices in participants. The program provides year-round mentorship and follow-up outreach and activities for young men from underserved communities that suffer disproportionately from inequities in economic opportunity, community violence, and youth incarceration.


10. Project Title: Justice-Involved Transitional Youth Work and Rehabilitation Program

Intended Recipient: Lost Angels Children's Project Inc.

Project Amount: $400,000

Explanation of the Request: This program would employ and provide mentorship services to transitional age youth in the Antelope Valley from underserved communities who have had run-ins with the justice system. The program enrolls these young people in a paid vocational training program that provides transferable skills and a direct path to sustainable job placement in aerospace and manufacturing.



11. Project Title: Commercially Sexually Exploited Children Training and Services Initiative

Intended Recipient: Optimist Youth Home

Project Amount: $500,000

Explanation of the Request: This initiative would expand an Optimist Boys’ Home and Ranch program that supports victims of commercially sexually exploited children (CSEC) in the Antelope Valley. The expansion of the program will specifically help Optimist partner with local law enforcement and train them how to identify, prevent, and respond to CSEC and deliver services to victims.


12. Project Title: Lancaster Sheriff's Station Mobile Command Post Project

Intended Recipient: Los Angeles County Sheriff's Department 

Project Amount: $3,500,000

Explanation of the Request: This project would fund the procurement of a new state-of-the-art mobile command post and two support vehicles for the Lancaster Sheriff’s Station to utilize during significant incidences. The current MCP is dilapidated and unfit for operations and equipped with outdated tools and technology. The new MCP will allow for more targeted responses to significant incidents with two support vehicles that will double as patrol cars.


13. Project Title: Palmdale Sheriff's Station Equipment Initiative

Intended Recipient: Los Angeles County Sheriff's Department 

Project Amount: $800,000

Explanation of the Request: This initiative would procure essential protective equipment and other tools for the Palmdale Sheriff’s Station to keep deputies and the community they serve safe. Among the items that this funding would purchase include ballistic shields, plate carriers, ballistic helmets, medical kits, and tasers.


14. Project Title: Hydrogen Fuel Cell Project

Intended Recipient: City of Santa Clarita

Project Amount: $666,000

Explanation of the Request: This project would assist the City of Santa Clarita in implementing Hydrogen Fuel Cell technology as a backup power solution for traffic signals in the city. With this new backup power system, traffic signals would be able to remain fully operational for 4.5 days in the event of a significant blackout event or natural disaster, reducing emergency response times and increasing public safety.


15. Project Title: Lake Hughes Master Drainage Plan

Intended Recipient: Los Angeles County Public Works

Project Amount: $900,000

Explanation of the Request: This funding would help cover the cost of the LACDPW’s first phase in implementing a master drainage plan for the Lake Hughes Community, which has dealt with severe flooding the past few years. To mitigate this issue, LACDPW is planning to make much needed infrastructure improvements to reduce the risk of flooding. This request would cover the studies and reports required before beginning construction on these projects, a crucial first step to delivering relief to residents of Lake Hughes.


Fiscal Year 2024 Earmarks

1. Project Name: Santa Clarita Valley Multimodal and Resiliency Enhancements

Intended Recipient: Los Angeles County Public Works 

Project Amount: $5,000,000

Explanation of the Request: Requested funding would be used to improve a 1.9 mile stretch of the Old Road between Henry Mayo Drive and Magic Mountain Parkway to improve safety and traffic. This is a valuable use of taxpayer dollars because it will improve safety and traffic flow along an arterial roadway in the region.


2.  Project Title: Lancaster City Ave M Interchange Project

Intended Recipient: City of Lancaster

Project Amount: $2,000,000

Explanation of the Request: This project will fund the right of way acquisition for the improvement of the Ave M bridge over SR-138/14. This project is a valuable use of taxpayer funds because the completed modifications will improve traffic safety along a key travel corridor for the region’s aerospace workforce, including at U.S. Air Force Plant 42.


3. Project Title: Antelope Valley Paratransit Operations and Maintenance Facility (Lancaster, CA)

Intended Recipient: Access Services

Project Amount: $3,000,000

Explanation of the Request: This funding will enable the construction of a permanent facility in Lancaster for the paratransit service serving all of Los Angeles County. This is a valuable use of taxpayer funds because it will ensure that all residents have access to public transit.


4. Project Title: Santa Clarita Traffic Circulation and Pedestrian Safety Project

Intended Recipient: City of Santa Clarita

Project Amount: $2,480,000

Explanation of the Request: The requested funding will be used to make roadway improvements to enhance traffic circulation and pedestrian safety near a major retail, commercial, and residential hub. This is an appropriate use of taxpayer funds because the project will improve the safety and flow of traffic along an area frequented by pedestrians and motorists.


5. Project Title: Child and Family Center Rehabilitation Project

Intended Recipient: Child & Family Center

Project Amount: $2,260,000

Explanation of the Request: The requested funding will be used to rehabilitate the building of a local community organization that provides essential family services in coordination with local schools, law enforcement, and hospitals. This is an appropriate use of taxpayer funds because it will enable the provision of critical social services for low-income and economically disadvantaged families throughout the region.


6. Project Title: Magic Mountain Parkway Project

Intended Recipient: City of Santa Clarita

Project Amount: $5,000,000

Explanation of the Request: This project will install medians, edge curb and gutters, and overlay of the six lane roadway of Magic Mountain Parkway from Avignon Drive to Tourney Road. This project is an appropriate use of taxpayer funds because it would make critical improvements to an underdeveloped roadway to bring it into compliance with current safety standards.


7. Project Title: SCV Sheriff’s Station Equipment Initiative

Intended Recipient: Los Angeles County Sheriff’s Department

Project Amount: $683,000

Explanation of the Request: This project will fund the purchase of safety, medical, and protective equipment for the Santa Clarita Valley sheriff’s station. This is an appropriate use of taxpayer funds because it will enhance the safety and survivability of both law enforcement officers and the community they protect


8. Project Title: Opioid and Substance Abuse Prevention Initiative

Intended Recipient: Santa Clarita Valley Boys and Girls Club

Project Amount: $1,680,000

Explanation of the Request: The requested funding would be used for the integration of effective substance abuse prevention programs and services provided to 5,600 youths and their families at 26 sites in the Santa Clarita Valley. This project is an appropriate use of taxpayer funds because it will help curb the opioid crisis in one of the most affected areas for children in Los Angeles County.


9. Project Title:12000 N. Balboa Blvd. Bulkhead Project

Intended Recipient: City of Los Angeles Bureau of Engineering Dept. of Public Works

Project Amount: $608,000

Explanation of the Request: The requested funding would be used to repair damage to a local sidewalk and street caused by soil erosion of the supporting bulkhead. This is an appropriate use of taxpayer funds because it will repair a sidewalk that has been damaged, restricting access to local businesses and a fire station.


10.  Project Title: Emergency Operations Center Improvement Project

Intended Recipient: City of Palmdale

Project Amount: $1,312,000

Explanation of the Request: This project will fund the planning, design, construction, and systems design for an EOC in Palmdale, CA. This is an appropriate use of taxpayer funds because it will be used to protect life and property during emergencies.


11.  Project Title: S-Wells PFAS Treatment and Disinfection Facilities (Phase I)

Intended Recipient: Santa Clarita Valley Water Agency

Project Amount: $3,000,000

Explanation of the Request: The funding would be used for restoring local groundwater supply by treating PFAS contamination at multiple well locations. The project is an appropriate use of taxpayer funds because it will improve access to safe and clean drinking water for a community with existing supply challenges.


12. Project Title: Hasley Canyon Stormwater Improvement Project

Intended Recipient: Los Angeles County Public Works              

Project Amount: $1,500,000

Explanation of the Request: The project would divert, treat, and infiltrate stormwater from a 150-acre developed drainage area in Hasley Canyon. This project is a valuable use of taxpayer funds because it will improve the water quality and stormwater management for a community that has struggled with flooding. 


13.  Project Title: Antelope Valley Regional Water Resilience Project

Intended Recipient: Los Angeles County Public Works

Project Amount: $500,000

Explanation of the Request: The project would improve water resilience in the Antelope Valley by improving the region’s groundwater supply infrastructure to mitigate shortages during drought years. 


Fiscal Year 2023 Earmarks

1.Project Name: Bouquet Canyon Creek Restoration Project

Intended Recipient: Santa Clarita Valley Water Agency

Project Amount: $2,000,000

Explanation of the Request: The project will fund project design work to restore water flow at Bouquet Canyon Creek. This project is an appropriate use of taxpayer funds as it will improve water  resources by enhancing the availability and supply of water for residents and wildlife habitat.


2. Project Name: Educational Advocacy for High-Risk Foster Youth Project

Intended Recipient: Optimist Boys' Home & Ranch, Inc. dba Optimist Youth Homes & Family Services

Project Amount: $275,000

Explanation of the Request: The project will expand access to educational advocacy services such as tutoring and educational casework for foster youth. This is an appropriate use of taxpayer funds as it will support educational services for some of our most vulnerable students.

3. Project Name: Henry Mayo Newhall Hospital Surgical Suite Improvement Initiative Project

Intended Recipient: Henry Mayo Newhall Hospital Foundation

Project Amount: $1,120,000

Explanation of the Request: The project will fund the purchase of new surgical equipment for Henry Mayo Newhall Hospital. This is an appropriate use of taxpayer funds as it will improve the quality of healthcare available to the service-area of the hospital.

4. Project Name: Santa Clarita Community College District, College of the Canyons, Robotic Automation Production Project

Intended Recipient: College of the Canyons

Project Amount: $1,000,000

Explanation of the Request: The project will fund the purchase of equipment for the College of the Canyons Robotic Automation Production Lab and Simulation Center. This is an appropriate use of taxpayer funds as it will enable the training of hundreds of students per year in the highly desirable advanced manufacturing.

5. Project Name: Safe Route to Schools Safety Project

Intended Recipient: City of Santa Clarita

Project Amount: $1,300,000

Explanation of the Request: The project will fund the construction of roadway improvements to calm traffic along routes used by students to walk to two local middle and high schools. This is an appropriate use of taxpayer funds as it will improve safety of pedestrians along important walking routes.

6. Project Name: Avenue M Corridor and US Air Force Plant 42 Access Improvement Project

Intended Recipient: City of Palmdale

Project Amount: $1,500,000

Explanation of the Request: The project would fund the construction of street infrastructure improvements to Avenue M. This is an appropriate use of taxpayer funds as it will improve levels of service and safety along a designated regional arterial roadway.

Avenue M and Sierra Highway Grade Separation Environmental Review and Planning Project

Intended Recipient: City of Palmdale

Project Amount: $2,000,000

Explanation of the Request: The project will fund the completion of the environmental review and planning for a railroad grade separation of Avenue M at the double double-track at-grade crossing of the Southern California Regional Rail Authority (SCRRA) Metrolink, Union Pacific Railroad (UPRR) tracks. This is an appropriate use of taxpayer funds as it will move forward a project that will improve the safety and level of service along a roadway used by a major military installation and employer in the region.

8. Project Name: Lancaster City Public and Crime Prevention Project

Intended Recipient: City of Lancaster

Project Amount: $1,100,000

Explanation of the Request: The project would fund the purchase of surveillance and traffic cameras to be installed in areas of the city with high-crime and high levels of traffic violations. This is an appropriate use of taxpayer funds as it will improve the safety of citizens against crime and dangerous traffic.

9. Project Name: Technical Advancements in Diagnostic Ultrasound Project

Intended Recipient: City of Hope National Medical Center

Project Amount: $150,000

Explanation of the Request: This project would fund the purchase of a state-of-the-art ultrasound machine for cancer diagnostics at the City of Hope Lancaster clinic. This is an appropriate use of taxpayer funds as it will improve the quality of and access to healthcare services for residents.

10. Project Name: Children’s Hospital Los Angeles (CHLA) Saban Research Institute Equipment for Advanced Analysis Project

Intended Recipient: Children’s Hospital Los Angeles

Project Amount: $1,500,000

Explanation of the Request: This project would fund the purchase of highly sophisticated equipment for biomedical research and treatment at the Children’s Hospital of Los Angeles. This is an appropriate use of taxpayer funds as it will improve healthcare research and outcomes for sick children throughout the country.

11. Project Name: Interim Housing and Homeless Services Facility Project

Intended Recipient: Bridge to Home SCV

Project Amount: $2,000,000

Explanation of the Request: This project will fund the completion of an 18,600 sq ft facility that will provide bridge housing for up to 60 individuals and 8 families. This is an appropriate use of taxpayer funds as it will provide housing services to vulnerable and homeless populations in a region with high levels of housing insecurity.

12. Project Name: Connecting to Success Project

Intended Recipient: Valley Industrial Association of Santa Clarita

Project Amount: $675,000

Explanation of the Request: This project will connect employers, educators, and students to develop and implement curriculum for programs to better prepare the emerging workforce to enter the job market in today’s economy. This is an appropriate use of taxpayer funds as it will improve the quality and quantity of the emerging workforce in the area.

 


Fiscal Year 2022 Earmarks

1. Project Name: Santa Clarita Circulation and Safety Improvement

Project Amount: $1,500,000

Intended Recipient and Address: The City of Santa Clarita

Explanation of the Request: The funding would add capacity to the City’s roadway network where known chokepoints exist that create significant traffic congestion, improve bus frequency and accessibility, and enhance economic development.


2. Project Name: Henry Mayo Hospital Ingres and Egress Access Improvement

Project Amount: $1,120,000

Intended Recipient and Address: The City of Santa Clarita

Explanation of the Request: The funding would address heavy traffic congestion on McBean Parkway and will result in reduced response time for emergencies as emergency personnel will be afforded additional lanes and improved roadway operations when entering and exiting the facility grounds.


3. Project Name: Antelope Valley Line Track Rehabilitation

Project Amount: $1,000,000

Intended Recipient and Address: Metrolink

Explanation of the request: The funding would improve safety and operation along the Antelope Valley Line by replacing rail,  replacing existing wood ties with concrete ties, surfacing, and destressing of the track between Acton Station and Via Princessa Station.


4. Project Name: Henry Mayo Newhall Hospital Sheila R. Veloz Center for Breast Health Equipment Initiative

Project Amount: $610,000

Intended Recipient and Address: Henry Mayo Newhall Hospital

Explanation of the Request: The funding would be used to purchase a state-of-the-art Mammography Machine. The mission of HRSA is: To improve health outcomes and address health disparities through access to quality services, a skilled health workforce, and innovative, high-value programs. This initiative will help achieve that goal.  The Santa Clarita Valley is a growing and diverse. The growth has led to challenges in delivering effective and efficient health care to the region.  This initiative will help address those disparities and ensure effective access to quality health care and a skilled workforce.


5. Project Name: College of the Canyons Advanced Technology Center Equipment

Project Amount: $1,000,000

Intended Recipient and Address: Santa Clarita Community College District (College of the Canyons)

Explanation of the Request: The funding would be used to purchase equipment for a state-of-art CNC production lab that includes both simulation machining centers and full production type machining centers to prepare students for stackable industry-recognized credentials to demonstrate the necessary skills for workforce readiness as they work toward degree attainment.


6.  Project Name: City of Hope Comprehensive Cancer Screening Mobile Van

 Amount: $1,200,000

Intended Recipient and Address: City of Hope Comprehensive Cancer Center

Explanation of the Request: The funding would be used to purchase a state-of-the-art mobile cancer screening unit to provide cancer screening services to the Antelope Valley. The Antelope Valley is one of California's most socioeconomically diverse and medically vulnerable regions, with significant cancer risk and poor outcomes. For existing long standing and comprehensive clinics, cancer prevention and early detection are effective means for reducing long-term costs. The AV is ideally suited for additional investments that would contribute to better patient outcomes and reduce cancer's burden.


7. Project Name: Children's Hospital of Los Angeles Transplantation & Cellular Therapy Laboratory Equipment

Project Amount: $550,000

Intended Recipient and Address: Children's Hospital of Los Angeles

Explanation of the Request: The funding would be used to purchase a state-of-the-art Flow-Cytometer and supporting equipment and software. This equipment would allow the hospital to expand the capacity of the laboratory at CHLA. Increased efficiencies in the lab will allow more fragile childhood cancer and blood disease patients to be treated more quickly and effectively.
